Have you ever wondered who makes the decisions that shape life in Coronado? This guide breaks down Coronado’s elected officials at the local, state and federal level. Whether you want to voice a concern or stay informed, it helps to know who represents you.
Local government
Coronado: Mayor and city council
Coronado elected John Duncan as mayor in 2024. Duncan will serve a four-year term. The mayor’s job is to keep the city running smoothly by leading City Council meetings, representing Coronado, listening to residents’ concerns and working with city services to best serve his constituents.
Duncan is also a part of the Transborder Sewage Sub-Committee which aims to find solutions to the wastewater crisis impacting Coronado residents.
Mayor Duncan did not respond to requests for an interview.
The city of Coronado also has four elected City Council members: Carrie Downey, Mark Fleming, Kelly Purvis and Amy Steward. Each serves a four-year term.
“My primary responsibility is to listen to, advocate for and make decisions in the best interest of Coronado residents,” Purvis said.
Steward said one of her top priorities is addressing the cross-border sewage crisis. “While the repair and expansion of the binational wastewater treatment plant is essential, it’s only part of the solution… I’ve been researching and advocating for nano-bubble technology as a complementary, nature-based solution… This technology has shown great promise around the world restoring water quality and resetting watersheds.”
Downey and Purvis focused their comments on housing as the city begins work on its General Plan that is to include a housing element.
“If we are not able to show progress on building permanent affordable housing, we will be assigned affordable housing obligations,” Downey said.
“We’re a small city with unique constraints,” said Purvis, “and we must advocate effectively at the regional and state levels to ensure our community’s needs and values are not overlooked or subject to a ‘one size fits all’ formula.”
Council Member Mark Fleming did not respond to requests for an interview.
County of San Diego: County supervisor and district attorney
District 3 County Supervisor Terra Lawson-Remer represents Coronado in county decisions. In addition to Coronado, District 3 also encompasses the incorporated cities of Carlsbad, Del Mar, Encinitas and Solana Beach. Lawson-Remer was elected chair of the Board of Supervisors this year and has represented District 3 since 2021.
“My job is to deliver real results that make life better for Coronado – from protecting public health to fighting for clean water, safe neighborhoods, and a more affordable San Diego,” Lawson-Remer said.
Lawson-Remer said one of her main priorities as a county supervisor is finding solutions that address the Tijuana River sewage crisis in Coronado.
“This disaster has plagued our coastline for decades, and I’m doing everything in my power to end it,” she added.
Summer Stephan was elected district attorney in 2018, serving as chief prosecutor in criminal cases and protecting crime victims.
“We work with all nine police departments in the county and the Sheriff’s Office to make sure those who harm others and terrorize neighborhoods are held accountable under the law,” Stephan said, “Partnering with our community across the county and building trust is a key ingredient in keeping our neighborhoods safe.”
State government: State assembly member, senator and governor
California State Legislature is two pronged, including California State Assembly and California State Senate. Tasha Boerner is the assembly member who represents District 77, which encompasses Carlsbad, Encinitas, Solana Beach, Del Mar and La Jolla south to Coronado.
“As your state assembly member, I am responsible for providing you with access to state services and represent you through my votes in the state legislature,” Boerner said.
Dr. Akilah Weber Pierson is the state senator for District 39 which includes Coronado, El Cajon, La Mesa, Lemon Grove and parts of the City of San Diego. Due to timing, Weber Pierson could not provide a comment.
Gavin Newsom has been the governor of California since 2019. He was reelected in 2022. As the governor, Newsom serves as the state’s chief. His responsibilities include signing or vetoing state laws, responding to emergencies, leading state agencies and the budgeting process.
Federal government: Senate, House of Representatives and president
The legislative branch of our federal government has two components: the U.S. House of Representatives and the U.S. Senate. Alex Padilla and Adam Schiff are the state’s two senators, representing all Californians in the U.S. Senate.
Congressman Scott Peters serves as the representative for the 50th Congressional District. Representatives serve a two year term and represent the district in the U.S. House of Representatives.
“Representative is both my job title and job description. That means working to elevate what’s important to Coronado, San Diego, San Marcos and Escondido in Washington,” Peters said. “To address Coronado’s needs specifically, I am focused on bringing home funding and securing long-term solutions to end the Tijuana River Valley sewage crisis that is devastating our public health, national security and local economy.”
As the nation’s chief executive, President Donald Trump is responsible for leading the federal government, executing laws adopted by Congress, upholding the U.S. Constitution and serving as the commander in chief of U.S. armed forces.
